There is no way it could have been filmed on Earth. The way they move is impossible under Earth's gravity, and the way they kick up dust, too. Remember the famous sequence where one of the astronauts drops two objects? One was a feather and the other was, I think, a rock. They both fell at the same speed. That couldn't have been done in an atmosphere.
And if they were filming it as a hoax, there is no way that they would have let Neil Armstrong's infamous muffed line stand. It would have been, "Cut! We'll shoot it again. Neil can you please get your line right? It's 'One small step for a man'. Okay people... places... action!"
