Come to think of it, that is illogical. Is comes before was -- not vice versa. So a more logical rewrite would be:
What was was before was was was? Was was is.

Heheheheh :D it looks even sillier.

It reminds me of something I was fond of saying years ago. A friend lived in Upwey in the mountains near Melbourne, and when someone would ask where they lived I would answer.
"Way, way up Upwey way."

Darn. I promised myself I'd try not to waste time today -- too much to do.

Easiest way to understand the first two is to read them out with pauses and expression.
Maybe it becomes clearer if I put it like this:

What was the verb "is" before it was "is"? It was "was".

or the more logical, and possibly more confusing one:
What was the verb "was" before it was "was"? It was "is".

The one about the town called "Upwey" is less of a problem.
Way, way up Upwey way.
